Defending TSU: A Call to Action Against Legislative Overreach

Just because you're paranoid doesn’t mean they're not after you... Today, a crucial administrative hearing is scheduled in the Tennessee Senate - SB1595/HB1739 in the morning and SB2109/HB2346 in the afternoon, focusing on the potential disbanding of the Tennessee State University (TSU) independent Board of Trustees. In 2016, the governing boards of 4-year public colleges in Tennessee, with the notable exceptions of the University of Tennessee and Knoxville, were emancipated from the Tennessee Board of Regents to establish their own governing entities. Community Colleges, however, have remained under direct state governance.

It was shockingly revealed that there was a significant funding shortfall from the State to land grant institutions, particularly affecting TSU and leading to both ongoing and new challenges for the university. This situation has underscored the importance for TSU alumni, faculty, and staff to engage in a pivotal battle - safeguarding the autonomy of their governing board against legislative actions aimed at vacating TSU’s Board of Trustees.

Amid discussions on the years-long funding shortfall and a surge in TSU enrollment, instances of mismanagement were cited by the legislature as a pretext for the current initiative to transfer the board's responsibilities to the State governing body, the Tennessee Board of Regents, which currently oversees only 2-year community colleges.

The retirement announcement of TSU’s current President and the board's involvement in selecting her successor underscore the significant implications that dismantling the board would have on the institution's future and the battle to reclaim the aforementioned funding.

Furthermore, as Nashville property values soar and the backlash against Diversity, Equity, and Inclusion (DEI) initiatives continues, there's growing concern that the State aims to take control over this Land Grant HBCU. The black community is divided on this issue, with some viewing the notion of a "White" takeover as unfounded, while others, considering the current political climate and the state's supermajority, see the timing as opportune for such an action.

The extent of lobbying efforts and the identity of those speaking against the legislation remain unclear. However, it is hoped that the presenter is well-prepared to defend the board's autonomy, focusing on more than the financial discrepancies.

Despite the acknowledgment of the staggering sum involved, efforts towards restitution have been minimal. Instead, the legislature has deflected the funding issue and doubled down on efforts to assume governance.

This attempt to take over the board mirrors broader strategies, such as House Education Chair Mark White's threat to appoint additional members to the Shelby County School System in Memphis, the only county in Tennessee with a majority of Black students. These actions, including the expulsion of representatives from these areas, validate concerns over the legislative motives. It's entirely reasonable to be paranoid and suspicious. The response must be to confront these allegations of mismanagement head-on and articulate a clear case for preserving the current board's authority.
